Homer Glen board authorizes comprehensive-plan update and evaluation of TIF and other development tools

Trustee Schaller moved and the board approved a motion directing the village manager to coordinate with Administrative Consulting Specialists to update the village comprehensive plan and develop procurement or legal approaches to evaluate potential TIF opportunities and other tools. Schaller said she "support[s] updating the comp plan" and emphasized the need to explore development tools beyond TIF.
The village attorney clarified that because comprehensive-plan consulting is a professional service, the village is not strictly required to issue a formal RFP and can pursue multiple procurement approaches; trustees amended the motion to allow flexibility and then approved it by roll call. The motion instructs staff to evaluate TIF, business districts, special service areas and other options and to return with recommendations.
