Commission backs recommendation to negotiate with Hazen Construction for Halifax septic-to-sewer work

Staff presented a bid tabulation for the Halifax septic-to-sewer project and recommended awarding the construction contract to Hazen Construction as the low bidder. The consultant noted there were 12 bidders and that the low bid was substantially lower than the city's internal cost estimate. "There were 12 companies that bid...they are the low bidder," staff said, recommending the board accept the recommendation and proceed to contract negotiations.
Commissioners pressed staff on the source of additional funds and on whether the city should delay action pending review of pending litigation or contractor history. One commissioner noted an email alleging the recommended contractor had a pending lawsuit and asked for that to be addressed; staff and counsel said contract negotiations and a standard vetting process would follow selection, and that if negotiations failed the city could move to the next bidder. Staff also said roughly $1,000,000 from the county is intended for the water-main portion of the project and that grant amendments were in process to cover construction costs pending a signature. The commission voted to accept the recommendation to begin negotiations with Hazen Construction; final contract terms will return to the commission for approval.
