TPO official briefs Oak Hill on projects in five-year plan, citizen committee vacancies

Colleen, introduced as executive director of the Volusia‑Flagler Transportation Planning Organization, described the TPO’s role setting priorities for state and federal transportation dollars and outlined several projects that affect Southeast Volusia and Oak Hill.

She told the commission the US‑1/Halifax Avenue intersection is funded for design in fiscal year 2028 with construction currently programmed in fiscal year 2030. She also described a proposed I‑95/Maytown Road interchange in early planning stages with planning funded in FY30 and noted an interchange on State Road 442 has planning identified between 2031 and 2035 and has recently received legislative appropriations. Colleen said the TPO does not touch local impact fees or developer fair-share decisions but coordinates with FDOT to advance projects when state or federal funding becomes available.

Colleen noted there are vacancies on Oak Hill’s citizen advisory committees (including a bicycle/pedestrian committee) and encouraged interested residents to apply; she said the TPO’s board of directors meets monthly and that Oak Hill’s mayor and an alternate attend those meetings. City staff thanked the TPO for participating in local outreach events such as a recent bike-safety day.

Commissioners asked about opportunities to advance projects if additional funding is identified and about how to nominate citizens to advisory committees; Colleen said the TPO advances projects when funding becomes available and that local appointment processes determine committee membership.
