The City of Oak Hill scheduled a special meeting to consider a settlement agreement reached in mediation with the Garden Street developer. The city attorney summarized the primary terms the parties negotiated: an increased buffer, developer-provided trees and shrubs (with additional plantings conditional on a reversion of a pond design), emergency‑access only onto Gaines Street, a six‑foot opaque vinyl fence on the developer’s side of the buffer, and public access during daylight hours to certain park amenities.
The city attorney said the settlement is contingent upon commission approval and that the agreement must be voted up or down within the next two weeks; commissioners discussed public notice and timing and set a special meeting for May 21 at 6:00 p.m., with a backup date of May 27 if legal notice requirements require more time. The commission asked that a full copy of the settlement be distributed to commissioners and to the public in advance of the special meeting so members and residents can review the text.
Commissioners emphasized the need for proper public notice and time to review the written agreement before a final vote. The special meeting will be noticed and staff will circulate the settlement document in advance.
