Engineer outlines airport projects, sequencing needs and $700,000 in expected state funds

Tom O’Donnell of Kimley‑Horn and Associates gave a multi-part update on airport projects in Belle Glade, telling commissioners the maintenance-building contract requires a change order now to include soil surcharge work so construction sequencing remains feasible.
"If they have to come back later on and add the surcharge later on, it's not gonna be possible," O'Donnell said, explaining that surcharge compacts muck and removes organics so parking, an access road and a dumpster enclosure can be built without future settlement. He told the commission the state has signaled roughly $700,000 in additional funding for the project.
O'Donnell also described FDOT-funded blast pads to reduce foreign-object debris at runway ends, and an obstruction‑mitigation project to lower three 60‑foot light poles to 40 feet to clear flight paths; replacement lights will be installed at adjusted heights. He said the airport master plan and airport layout plan are being updated for the next 20 years to guide investment and attract business, and estimated design funding for hangars could be sought within about five years through annual capital‑improvement coordination with the state.
Commissioners asked scheduling and funding questions; O'Donnell recommended adding surcharge work now for sequencing and said the city is coordinating with the state on grants and capital planning.
