Commissioners approved each resolution by roll call, with votes typically 3–1 on contested measures.
Tom Everett, an attorney with Barnes and Thornburg, told commissioners the package does not create new TIF districts but "increase[s] the terms of the residential TIF areas" to comply with state law and that pruning parcels would protect local revenue. Everett said pruning removes parcels "that have a negative increment that are dragging down the TIF." The commission repeatedly described the package as intended to keep money in St. John rather than expand districts.
Votes on individual resolutions were recorded by roll call. On multiple items the tally was 3–1; Commissioner Gerald Swatz voted no on the contested residential-TIF measures while the other named commissioners voted in favor. In other business, the commission approved an accounts-payable voucher dated July 22, 2026, totaling $643,095.53.
The commission moved on each resolution after a brief presentation; no public comments were offered during the meeting. The meeting was adjourned following the votes.
