Reverend David Van Bibber, named in the proclamation as pastor since Oct. 31, 2021, led a short prayer earlier in the meeting thanking city leaders and asking for guidance. A church representative thanked the council for the proclamation. Mayor Donaldson paused the meeting for a brief recess so the church could accept the document; he then reconvened the council and moved on to regular business.
