Council hires and swears in part-time officer Clayton Parscale at $22/hour

Parscale repeated the oath in the meeting and council members welcomed him to the team. "Do solemnly swear... to support the Constitution of the United States," the oath included during the in-person swearing. The mayor requested to be present for the swearing-in, and council participation followed the oath.
