Councilmembers discussed the city’s franchise-fee agreement with Evergy and asked the city attorney to advise the council in a brief executive session. After returning to open session with no public action, a councilmember moved to have legal draft an ordinance (ordinance 266) increasing the Evergy franchise fee from 2% to 5% and to authorize the mayor to enter the agreement subject to legal review. The motion was seconded and the council approved the motion by a reported 3–1 voice count; the council directed staff to bring the drafted ordinance to the next meeting for formal adoption.
Mayor Louis Donaldson said the council will rescind the current ordinance and adopt a new ordinance to move the franchise fee to 5 percent, and that the drafted ordinance will be returned for formal consideration. The mayor emphasized that legal review is required before final adoption and signing.
