Trustees debated the library policy that governs selection of chair and vice chair and whether the rotation should occur in June (to align with term dates) or in July (when the board is sometimes incomplete because of council reappointments). Staff explained the timing is affected by city-council appointment schedules and that in some years the board has chosen officers in July when reappointments were not yet finalized.
Following discussion, the board motioned to appoint Marcia Moreau as chair. The motion was seconded and carried by voice vote with one abstention. The board then moved to appoint Nelson as vice chair; Nelson accepted the position but said he could not promise to accept the chair role next year. Both appointments passed by voice vote and were recorded in the meeting minutes.
