Bohler Engineers' Linsey Breylinger told the Board the existing 760 Moore Road site lacks adequate stormwater management and described a three‑basin solution that the team said complies with Upper Merion Township and DEP standards. The proposed managed release concept (MRC) basin east of the building would capture roof runoff and hold approximately 80,000–90,000 cubic feet of water, the north retention basin would be similar in capacity, and the south basin would be the largest at about 230,000 cubic feet. The basins include inlet filtration to capture sediment and backflow prevention devices so creek rises cannot push water back into the basins.
To meet the Township rate requirement the applicant proposed two additional underground retention basins and said the basins were oversized to store runoff from a 100‑year storm event. The applicant requested a partial waiver to allow the MRC basin to infiltrate or release over 116 hours instead of the Township’s typical 72‑hour guideline; the Board probed that request and asked for documentation. Supervisor Carole Kenney directly asked about basin capacities and Breylinger supplied the numeric estimates in response. No vote occurred; staff noted outstanding technical materials and the applicant will provide additional documentation when the package is returned for final review.
