Staff to pilot a proof-of-concept partner site and continue Elm Street warming station this fall

Bobby Bagley said a partner agency has offered space for the daytime resource-center components, and staff are drafting a memorandum of understanding to stand up a proof-of-concept this fall. "One of our partners has offered their space for us to be able to do the resource center components... we're planning to try and implement in September," Bagley said.
Bagley added the city has already distributed laundry cards through partner agencies and will continue Elm Street as a warming station beginning November 15. She cautioned that some clients who are asked to leave partner sites for behavior-related reasons will still need pathways to other services, and that staffing and property maintenance remain operational constraints.
Aldermen agreed interim measures are warranted, but several warned against allowing temporary fixes to become permanent substitutes for a planned, code‑compliant resource center with transitional housing. Staff said interim work does not foreclose pursuing HUD or state funds for the permanent project.
