Staff clarified that the state program treats terrestrial connections (wireline and fixed wireless) as eligible broadband, whereas satellite-only service is not considered terrestrial under the state definition. That means some locations that received satellite service under federal programs may still be eligible for state grants if they qualify under the state criteria.
The office urged communities and providers to apply and noted the grant timeline includes a challenge process before final awards. Staff also warned that permitting and pre-construction compliance will remain a critical path for many subrecipients.
