Durfee described the mobility-management manual as a menu of options—transit passes, employer commuter programs, guaranteed-ride-home, shuttle services, bike and vehicle-share parking, preferential carpool spaces and lease unbundling—that applicants would select to earn parking reductions. He said the manual would be drafted by planning staff, maintained by the Planning Board for agility, and paired with annual reporting tied to an applicant's selected measures.
Staff emphasized enforcement: if a granted relief is not delivering the trip reductions claimed, it becomes a site-plan violation and the city can require corrective action or additional parking. "If it is relief, then the site plan... if the relief is not functioning in the way that it was originally proposed to function, it is technically a site plan violation, and we can enforce on that," Durfee said.
