Durfee illustrated with examples (barbershop to retail; modest tenant expansions) and said the administrative option would require a submitted mobility-management plan demonstrating specific measures and associated reporting. "We could administratively say, okay. All that checks out, and here's your permit," Durfee said, noting that larger reductions and site-plan cases would still go to the Planning Board.
