Durfee said applicants asking for parking relief must pair requests with a mobility-management plan explaining how measures such as transit passes, carpool incentives, bike parking and route information will reduce single-occupancy-vehicle trips. He emphasized these measures are "earned" relief, enforceable as site-plan compliance with annual reporting requirements.
