A county representative (Speaker 7) explained the legal posting process and what happens when a vehicle is turned over to the junk-vehicle program: “we have to keep a record of that … once something has been turned over to the junk vehicle program, the state owns it.” Participants discussed alternatives — hauling to a scrap buyer, having the county post notices, or accepting the program’s fixed payment — and agreed to coordinate follow-up with the county hauler and the official the transcript identifies as Keefer to resolve which items can be disposed and which must remain as evidence.
