Residents urge protections for viewshed, wells and road safety as wind project looms

Dozens of residents told Prairie County commissioners on Nov. 19 they want findings to reflect a range of concerns about proposed wind development in the Big Sheep Mountain area. Speakers and written comments read into the record by the clerk repeatedly raised issues including night-sky impacts from blinking lights, shadow flicker, noise, viewshed loss, and effects on wildlife and hunting.

Several commenters emphasized groundwater and well impacts. Commissioners discussed the limits of the available research and whether shallow wells and springs could be harmed by turbine-related vibration; commissioners agreed to include a finding noting the concern and to follow up with staff. The transcript records repeated, similar comments: "Concerns about having sufficient setbacks from residential and nonparticipating landowners as well as shallow water wells," a commissioner summarized.

Public safety and infrastructure also featured prominently. Residents asked who would pay for road maintenance and whether speed limits and dust control would be addressed during heavy construction. "Who's going to be responsible for that cost and upkeep?" a commissioner asked, underscoring a central practical worry recorded during the meeting. Commissioners told the record they would capture road maintenance, speed limits and safety issues in the findings and that impact-fee language in the draft could help address these costs.
