City planning staff introduced a proposed zoning map and text amendment to designate 801 West Street — the Patterson-Fleming House — as an Individually Protected Property (IPP), citing its historical association with the 10th & Page neighborhood. Richard Hunt, the property owner, spoke in favor of the designation and shared family history linking the home to local educators and community members.
The planner explained the designation would add the parcel to the city’s IPP inventory (bringing the current total to 77 if approved) and would subject exterior alterations or demolition to Board of Architectural Review review while leaving the underlying zoning and uses unchanged. “The designation is an overlay, so it does not alter the underlying zoning of the property nor does it impact the properties adjacent to it,” staff said. The planning commission previously recommended approval; council agreed to place the item on the consent agenda for the next meeting to allow a second reading.
