Earlier in the discussion Commissioner Teske moved to adopt the zoning district but the motion failed for lack of a second. Teske spoke during debate opposing subsidies and tax abatements for large energy projects and said, "I work for the folks that elected me, and I should do what you ask me," framing his opposition in terms of constituent tax impacts. The board’s denial came after an extended public comment period that included both supporters and opponents of zoning and industrial wind projects.
