Council agrees in principle to three‑year contract and 4% renewal raise for city manager

City Attorney Tom reviewed City Manager Kyle Reaper’s employment agreement, which expires Nov. 20, 2025. Tom said the current agreement was entered Nov. 28, 2022, and that the council must decide whether to modify terms such as salary, retirement contributions, health insurance and leave.
Council members discussed current salary and benefits. Staff reported the manager’s salary at roughly $140,000 and noted a previous special increase during last year’s staffing disruptions. After discussion, council reached consensus to approve a three‑year renewal with a 4% increase effective on renewal and to retain an annual review process that could allow up to 5% adjustments in subsequent years; the manager expressed acceptance and the city attorney said he would prepare the addendum and aim to have it completed by the next Monday.
