Wayland committee refines CIP submission form; clarifies ranking and readiness fields

Committee members spent a substantive portion of the meeting reviewing a draft Capital Improvement Plan submission form attached as Exhibit B. John Kliem shared a partially completed departmental form via Zoom to demonstrate how the template would be used during departmental submissions.
Members agreed on specific changes to the draft template. Kelly Lappin said she would revise the form so the “project readiness” field is required only for the initial year when a project requests multi-year funding. Members also reiterated that the “overall project rank” should be a sequential ranking (1, 2, 3, etc.) for projects within the same department rather than repeating the same rank across multiple projects. B. Carver and B. O’Herlihy volunteered to answer questions from department managers while they complete the new forms.
The template in Exhibit B includes standardized inputs for project category, fiscal-year budget impacts from FY2028 through FY2033, prior appropriations by year, project readiness codes (A–C), and a numerical prioritization rubric. The Town Manager indicated he plans to distribute an FY28–32 Capital Plan memo and requested completed forms be submitted before the end of July.
