The Capital Improvement Planning Committee met July 6, 2026, in person and by Zoom to review a draft Capital Improvement Plan submission form, set a timetable for department submissions, and request outstanding information from town leadership. Acting Chair Bradford Carver presided; voting members present were John Kliem, Kelly Lappin and Brian O’Herlihy.
Committee members said they had outstanding questions sent to the Town Manager and Finance Director more than a month earlier. Kelly Lappin said she had not received responses; Town Manager Michael McCall acknowledged receipt and committed to provide a response but did not specify a date. Lappin asked that the answers be sent to Acting Chair Carver.
The committee reviewed one of the partially completed CIP forms shared by Acting Vice Chair John Kliem and discussed form layout, submission timing and data consolidation. The Town Manager said he plans to issue an FY28–32 Capital Plan memo to department managers by the end of the week and requested completed forms be returned prior to the end of July.
Members voted to approve the minutes of June 24, 2026 (motion by Kelly Lappin; seconded by John Kliem), which passed 4–0–0. Members confirmed tentative hybrid meeting dates for July through December 2026, with meetings starting at 6:30 p.m., and adjourned at 7:42 p.m.
