"The Town of Rosehill greatly recognize Herbert Spencer Holden the 3rd for his enduring contributions to public safety, civic leadership, and community service," the resolution text read.
Family members and fire department representatives joined the mayor at the dais to accept the framed resolution and posed for photographs. Commissioners and staff offered brief personal remembrances, noting his mentorship and long record of community service.
