The Dunedin commission on July 23 adopted CRA resolution 26-02, which amends the CRA bylaws to align meeting frequency and authority language with current practice. Staff explained the changes would make meetings quarterly (January, March, July, October), set a routine start time (amended from an erroneously inserted 04:15 to 04:30 at the meeting), and revise the executive-director language to identify the city’s economic and housing development director as the CRA executive director.
"We just changed the meetings to be quarterly to be more reflective of how many times the CRA meets each year. Also, in the original bylaws, the executive director was said to be employed and removed by the CRA. This is just updated to name the economic and housing development director to be the executive director of the CRA," said Matt Jackson, Economic Development Manager, summarizing the staff recommendation. Several commissioners raised concerns that naming a city position could shift some hiring/removal authority away from the commission to the city manager. The city attorney and staff clarified that the commission retains the ability to amend bylaws and that practice has largely deferred to the city manager in recent years.
After discussion the commission agreed to change the stated time in the bylaws from 04:15 to 04:30, then moved and seconded adoption of resolution 26-02; the measure passed unanimously (4-0). Commissioners requested staff follow-up on recruitment and safeguards for future director appointments.
