CRA approves annual independent audit showing clean, unmodified opinion

The Dunedin Community Redevelopment Agency on July 23 accepted its annual independent audit from Forvis Massars, which included an unmodified opinion on the CRA’s financial statements and no internal control findings.
"We had an unmodified opinion. That is the highest level of assurance you can receive that your financial statements are materially correct," said Jeff Wolf, engagement partner for Forvis Massars, summarizing the firm’s findings. Wolf also told the commission the audit included Yellow Book work on internal controls and a required management letter; none of those reports contained findings related to CRA operations or compliance with the CRA plan and Florida statutes governing tax increment revenues.
Commissioners asked technical questions about audit procedures and scope; Wolf and a colleague identified cash confirmations, capital-asset testing and revenue calculations as areas tested and noted that the CRA’s separate audit materiality is smaller than a typical city-wide fund review. After a brief public-comment period with no speakers, a motion to approve the audit was moved, seconded and adopted unanimously.
The commission will post the approved audit to the city website. Forvis Massars said it will return on August 6 to present the citywide audit to the full commission.
