LEOFF 2 board outlines studies, says recent bill closed a Medicare reimbursement gap for survivors

White described the board’s duties (research and recommend benefit changes to the legislature and establish contribution rates), the board’s composition (11 members: three firefighters, three police officers, three employer representatives and two legislators) and the board’s eight‑person staff.
"One of those bills passed, House Bill 24 41, which, I believe you are researching ... so what this bill did is it ... closed that gap" White said, explaining that the board supported a 2026 bill to reimburse premiums for PEBB coverage following a duty‑related death and to eliminate an unintended gap when survivors become Medicare‑eligible.
White and Dunlap also described several studies and topics the board is pursuing: a legislatively directed study on DNR wildland and aviation firefighters and whether those employees should be brought into LEOFF 2, research on exempting police chiefs from LEOFF 2 membership as a recruitment tool, preservation of public safety exposure records, and outreach related to tribal compacts allowing tribes to opt into the plan. Staff said the DNR data‑sharing agreement was recently signed and the DNR study is due January 1, 2027.
