Council addressed repeated audio issues affecting remote participants early in the meeting and continued with the staff presentation while staff attempted to establish the remote audio feed. After Councilor Snook confirmed late in the presentation that he could hear and had watched the presentation, a councilor moved and another seconded a motion to allow him to participate electronically; the motion passed with all present voting yes.
At the end of the work session, the council moved to convene a closed session citing the Virginia Code and the Virginia Freedom of Information Act for two purposes: a city manager performance evaluation and discussion of prospective appointees to the retirement commission. The motion to enter closed session was seconded and carried on a voice vote.
