Finance staff briefed the board on the county's mid-year budget-to-actuals and a near-term revenue outlook. The presentation noted property-tax receipts through June trailed projections by about 1% (roughly $3.7 million), with $1.5 million of that attributable to abatement refunds; sales-tax receipts, by contrast, were ahead of projections. "We are still really close in terms of what we projected," a finance presenter said while recommending continued fiscal discipline and preserving reserves.
Staff recommended that any near-term revenue improvements be used first to strengthen resilience rather than to increase recurring expenditures; they also previewed a more detailed economic forecast presentation scheduled for Aug. 21 and flagged three risks to the outlook: labor-market softening, inflation effects and structural concentration relative to statewide averages. The board discussed vacancy management, FTE requests, and the need for transparent workflows around reclassifications and budget amendments.
