Adams County proposes revised roadway classifications to align cross sections with local growth and transit goals

Transportation staff presented a data-driven update to the county's roadway functional-classification plan aimed at aligning street categories and cross-section standards with current and forecasted travel patterns. Staff noted the county's last formally adopted classification dated from 2010, and said the update incorporates traffic counts, Complete Streets policy, and transit-oriented development requirements under recent state law. "We're using technical data ... traffic counts and highway capacity manual criteria to inform cross sections," the transportation presenter said.
The proposal includes clarifying principal vs. other arterials, introducing a rural principal-arterial category, and adjusting classifications where traffic and function have shifted. Staff recommended a planning-commission review in September–October and final adoption by commissioners in November so updated standards would be ready for 2027 capital and development planning.
