Council hears permit changes for Veo and expansion of e-bike voucher pilot

City transportation staff told council the updated dockless mobility permit places more operational responsibility on Veo, requires a customer engagement plan and a parking plan, and prohibits sidewalk parking except where the city designates spaces.
"We're not gonna be allowing that going forward," Ben Chambers said of sidewalk parking, adding that the permit requires the provider to report back when a sidewalk-parking complaint is fixed and to do so within an hour unless there is a documented reason. Chambers said residents should report issues through Veo's app or MyCville so local field teams respond immediately.
Chambers also said the city is funding an e-bike voucher pilot with permit revenue and climate action fund money. He described an evolution from an initial $1,000 voucher model to a peer program that offers higher, means-tested vouchers for low-income residents in need of a full bicycle purchase.
Councilors asked about county coordination and whether the county would expand Veo service into selected nodes outside the city. Chambers said Albemarle County is exploring limited node expansion and staff are pursuing memorandums of understanding to avoid re-writing permit regulations for each jurisdictional pilot.
