Resident asks council to pursue answers after Montero Water & Sanitary District silence on abandoned mains

Alan Moss, a Seal Cove resident, used the public-comment period to ask the council for help after he said the Montero Water & Sanitary District has not replied to two letters and a lawyers letter about sewer and water mains in his neighborhood. Moss told the council the district's April 2025 newsletter stated the mains west of Del Mar Avenue were abandoned, and he said he and four other houses remain connected and have received no explanation where their effluent is being routed.
"They won't tell me why they won't answer me. Nothing. Total silence," Moss said. He asked the council to assist residents in getting information from the district on maintenance responsibility and where sewage currently goes. The chair acknowledged the request and staff offered to follow up with county contacts to help locate answers and elevate the complaint to the district.
