"In our contract, the city owns all of the data," Spencer said, answering a council question about data access.
Council members discussed how the subscription would be funded; staff said remaining budget from the comprehensive‑plan line and existing capital savings could cover the first-year cost and that annual subscription tiers were capped by submission volume. Several department staff spoke in favor, saying the platform would consolidate application intake, fee calculation and interdepartmental workflows and reduce time spent on manual tracking. The motion passed on roll call.
