Daniel Shepard said the dog "had pulled his tie‑out connector free from the decking to which it was attached," that he ran after the dog but it had already left the property, and that he has since installed a more secure tie‑out anchor with no further incidents.
Board members noted multiple incidents reported in 2022 that prompted a prior requirement that the dog be tethered securely or fenced. Members discussed interim measures—muzzling the dog or requiring that it not be outside without a caretaker—and outlined the likelihood the board would require a fence once the ground thaws in spring. Shepard also requested a stop sign where Harvey Road intersects Route 116; the board did not make a decision on the sign request at the meeting.
