A staff member told the board that a verbal agreement and a 10% increase had taken effect with an expansion to full 24-hour service and that a separate 3% line in the draft had not been clearly explained. "When the increase for the full balance comes in, it does not go into effect the debt is in service," the staff member said. Commissioners said the contract involves substantial dollars and asked that vendor representatives (identified in the packet as Bill and Susan) meet with the board during scheduled budget sessions so the changes can be reviewed in detail.
The board did not vote to adopt the contract at the work session; instead members agreed to resolve the outstanding questions in a closed planning session or during the budget hearings. The chair told the public the board needs the vendor and staff to "sit down and have a discussion" so the county understands the adjustments before any vote.
Next steps: staff will schedule the vendor to attend the budget meetings and provide a written contract summary breaking out the 10% and 3% items for commissioner review.
