The county appraiser presented two contract options from Equitable Solutions: a full third-party valuation model built from the ground up, or an in-house analysis followed by outside review. He said the full engagement would avoid introducing in-house bias and would use a model that applies price breaks so values on very large market parcels increase less steeply than under the state-taught straight-line method.
Commissioners pressed on definitions and safeguards, asking how timber, recreational and mixed-use parcels would be treated and whether the change could unintentionally discourage hunting-related tourism. The appraiser said the proposal is limited to valuation methodology for market land (not an ag-use reclassification) and pointed to the state-required two-year NAP aerial review process that staff use for ag-use determinations.
