Selectboard members and staff reviewed two FEMA-related request-for-proposal (RFP) drafts with Hammond Engineering and representatives from FEMA on the line. The board approved sending the RFPs as drafted and set the schedule: advertise in the Brattleboro Reformer and state procurement site on Feb. 24; pre-bid meetings on March 10 (10:00 AM Ellen Ware Road; 1:30 PM Stone Arch Bridge); bids due by 2:00 PM on March 30; and Selectboard decisions on April 1.
Town staff noted FEMA’s funding approach differs by project: FEMA will provide a fixed advance payment for the Ellen Ware Road repair, while the Stone Arch Bridge project follows the reimbursement model once the work is complete and expenses are submitted. Selectboard members emphasized broad distribution of the RFPs to ensure cost-competitive bids. The motion to approve the RFPs as drafted was made by Mike DeSocio and seconded by Bruce Mello and was approved unanimously.
