Residents urge action on stormwater flooding near Good Shepherd Horse Rescue; environmental dam concerns also raised

She said roughly 5,000 square feet of commercial roof discharged runoff onto the rescue's property, flooding the horse arena, washing away footing and carrying debris into a public wash and street. Cindy asked the council to (1) allow the rescue to reclaim an easement along the east side of its property so it can implement protections and (2) require the neighboring property's owner to hire a qualified civil engineer to perform a drainage and stormwater analysis and to implement necessary corrective measures. Councilmembers asked staff to investigate and report back.
