City equity office: HRC calls were routed and handled but no staff formally assigned in 2025

Maya Gutter, deputy chief of operations for the Equity and Inclusion Cabinet, told the committee that constituent intake referencing the Boston Human Rights Commission continued to arrive and that those matters had been routed to teams across the cabinet for assistance.
"We got 40 constituent requests for calendar year 2025 for the Human Rights Commission," Gutter said, and then described how cases are triaged: some are outside the commission’s jurisdiction, some are referrals to other agencies, and some are matters handled internally by fair housing, disability, and language access teams. She also stated that no staff member was formally assigned to the Human Rights Commission in 2025 and that equity@boston.gov is the intake email several staff monitor.
During questioning, Gutter acknowledged gaps in historical record keeping the cabinet will review — notably a public dashboard that lists complaints from 2021–2023 and which the administration said may be out of date. Councilors pressed the administration to reconcile dashboard figures with current intake practices and to provide a timeline showing when HRC staff and commissioners last served in official capacities.
The administration framed its approach as ensuring constituent requests are answered while the city works through longer‑term ordinance and staffing decisions; councilors asked for the consultant report and additional data to inform ordinance revisions.
