NVDA outlines Act 181 mapping for Charleston; draft map posted for public review

At the Charleston Planning Commission meeting on Sept. 11, 2025, Liam Abbate of NVDA presented an overview of Act 181 and showed a draft land‑use map for the town. He described Act 181 as "a compromise to lower Act 250 regulations in village centers across Vermont to encourage development in these areas while also increasing state control over places deemed to be natural resource areas," and explained that the state has created a Land Use Review Board to assign land‑use categories statewide.
NVDA's draft map for Charleston assigns areas to four suggested categories: Village Center; Rural General; Rural Ag/Forestry; and Rural Conservation. According to the meeting minutes, "the map is available for public inspection at the Town Clerk’s Office and on charlestonvt.org." Chair John Kellogg said the Planning Commission and the town Selectboard will share the map to gather feedback from residents and forward that input to NVDA for verification. No formal action was taken on the map at the meeting.
