Planning Commission says NVDA land-use map cannot be locally validated, will await state review

Chair John Kellogg told the Charleston Planning Commission on Dec. 9 that the commission reviewed NVDA's preliminary Land Use Map prepared under Chapter 173 and concluded the town currently lacks a reliable way to validate the map's assignment of 11 land-use categories.
Kellogg said the map, which NVDA constructed using state-sanctioned data sets, was publicly displayed at the Town Office for resident review. The commission formally reported to NVDA that, because the town cannot verify the category assignments with local evidence, it will wait to see what approval and appeal process is established when the state's Land Use Board is initially convened.
The map is part of statewide implementation tied to Chapter 173. The commission did not vote on local edits at the meeting; it limited its action to commenting back to NVDA and awaiting state-level procedures that could determine how towns can challenge or revise the draft designations. Next steps are contingent on how the state Land Use Board sets a review and appeal timeline and process.
