The committee examined participation in the Cape Cod & Island Water Protection Fund (CCIWPF) as a tool for financing wastewater capital. Mr. Malecki distributed the CCIWPF document and summarized questions raised by Select Board member Mr. Alley about fairness and financing structure: whether capital should be floated entirely from sewer ratepayers rather than shared with general taxpayers.
Members discussed trade-offs. Chris Chambers noted examples from other towns about heavy sewer-bill impacts on commercial properties and questioned affordability if sewer users must carry 100% of capital costs. Mr. Malecki said joining CCIWPF could allow deferral of capital costs for sewer users and noted a Department of Revenue (DOR) notification deadline of August 31 for implementation planning. Committee members agreed to ask Wastewater staff to prepare a presentation for the upcoming Select Board meeting so the Select Board can consider a vote and timing.
