The Department of Health and Welfare asked the committee to repeal the state chapter for Emergency Assistance for Families and Children because the existing rules largely replicate federal law. Jared Larson told the committee the program is "entirely federally funded" and that the state rules were nearly identical to federal requirements; the department proposed repeal so the program would be governed by federal law.
Senator Shippey moved to accept the repeal docket (16-0613-2501) and Senator Blaylock seconded; the motion carried on a voice vote. Laura Denner, the department's division administrator for the program, was introduced as the on-record subject-matter witness. The committee recorded no roll-call tally in the transcript.
