Committee votes to repeal state chapter that duplicates federal Emergency Assistance rules

Jared Larson told the committee the Emergency Assistance for Families and Children program is federally funded and administered, and that the state rule text largely mirrored federal regulation. "As we reviewed these rules... we determined that nearly every word was identical from federal law and federal regulation," Larson said, explaining the repeal would remove duplicative state text while the program continues to operate under federal standards.
Representative Veil asked whether there were any substantive divergences between the federal rules and the state text; Larson said a crosswalk document was available and he would provide it to the committee. Representative Edmond moved to approve the docket to repeal the state chapter and the committee approved the motion by voice vote.
The repeal does not eliminate the program; it removes the state-level chapter where federal regulation already prescribes program operation.
