Montrose approves Wright County cannabis JPA with city zoning protection and bans smoking in parks

Council took up two cannabis-related items under new business after staff presented a revised Wright County Joint Powers Agreement (JPA) that includes language to ensure the city’s zoning would supersede county zoning on buffer issues. Staff said the county appears agreeable to the revision and reminded council the city could withdraw from the JPA with 30 days’ notice if the county’s actions did not reflect the agreed language. Council approved the JPA by voice vote; the motion passed 5-0 (resolution 2024-38).
Council then considered ordinance 2024-04, a zoning and public-smoking measure that would prohibit smoking of tobacco and cannabis products in city parks; the council approved the ordinance and then approved resolution 2024-37 to authorize summary publication of the ordinance, both by unanimous votes. Staff said the formal zoning ordinance remains under review in some technical respects (and will return in December if needed), but the JPA language clarified the city’s desire to retain its buffer authorities.
