Water, Wastewater and Irrigation division staff told the council on May 27, 2026 that the utilities face upcoming regulatory testing requirements, equipment replacement and infrastructure upgrades. Staff emphasized the need for long-term improvement planning and ongoing rate studies to cover operating and capital costs.
To better track irrigation revenues and expenses, staff discussed establishing an Irrigation Enterprise Fund. Councilmembers requested additional information and costing scenarios; no rate changes or fund authorizations were approved at the workshop.
