Committee approves drinking water licensing changes but withholds fee section

The Senate Health and Welfare Committee approved most changes in Docket 24-0501-2501 — rules for the Board of Drinking Water and Wastewater Professionals — but approved the docket with the exception of Section 400, which contains fee increases.
Jessica Voya, licensing manager in DOPL's Building Construction and Real Estate Bureau, summarized the redline changes, including clearer license tables, endorsement requirements, exam score validity, updated continuing education language, auditing authority for education providers and the removal of obsolete sections. She told the committee that fee increases in Rule 400 are intended "to make progress towards a cash balance of at least 30%."
Committee members asked about federal versus state regulatory references for drinking water requirements; Voya offered to connect members with DEQ for technical federal oversight questions. The motion to approve the docket except for Section 400 passed on a roll‑call vote.
