Representative Furman asked about a budget line (page 238) showing $100,000 general fund and $900,000 federal funds for Medicaid eligibility-system changes tied to HB 345; she noted the transcript language that automation removal would increase manual workload and asked whether the state had requested a waiver. Tanner and staff replied agencies often build possible waivers into budget requests; if a waiver is not approved, those items would not be funded.
Furman also asked how FTE counts appear in budgets when new requirements are added. Tanner said FTEs can be funded by federal funds, general funds, or be placeholders for hiring; some FTEs are unfunded but kept on the books because of high turnover and recruiting needs. LSO staff directed members to published LSO reports and to agency contacts for line-item details.
