Committee advances consolidated licensing rules for developmental-disability providers

Jared Larson, chief of staff at the Idaho Department of Health and Welfare, told the Health and Welfare Committee that the department submitted a consolidated rewrite of rules governing developmental-disability agencies and residential habilitation providers. "This chapter represents a comprehensive rewrite and consolidation of the rules governing the licensing of residential habilitation agencies and developmental disabilities agencies," Larson said, explaining the consolidation aligns similar provider types under the same statutory authority.
Larson said the rewrite removes redundant standards, aligns requirements with existing oversight (including Social Security and Medicaid monitoring), and adds licensing requirements for adult residential care providers. He said negotiated rulemaking was conducted with stakeholders, providers and advocacy organizations and that the result drew general support from the sector. Representative Healy moved to introduce docket 16-0321-2501, and the committee approved the motion by voice vote.
