Alex Williamson told the committee that Idaho was awarded $925,000,000 over five years under the federal Rural Health Transformation program (authorized under HR1) and that the initial award is $185,900,000. "Idaho was awarded $925,000,000 over the 5 year grant period. The 1st, or the initial award is 185,900,000," Williamson said. He explained states must obligate the first year's funds quickly (by October) or risk losing those funds.
Williamson said LSO has framed a fiscal-year 2026 supplemental and a FY2027 enhancement to begin implementing the program, including authorization for twelve limited-service FTEs tied to the grant and $294,000,000 one-time to start statewide implementation and administrative costs. He noted restrictions on eligible uses (no new construction; limits on supplanting existing programs) and said the governor established a Rural Health Transformation task force to advise on application and implementation. The chair and members discussed possible legislative oversight and the inclusion of tribes (a 3.5% allocation was noted) in the grant framework.
Committee members asked for more detail on allowable operating expenditures; LSO said it did not have the full application in front of it at the briefing and offered to provide additional documentation and department-level technical answers offline.
